Why is February the shortest month?

Romulus, the first king of Rome, devised a 10-month calendar beginning in March. Romulus' successor, Numa, changed Romulus' calendar to a lunar-based calendar and added January and February to the beginning of the calendar. Ever wonder why October, named after "octo" (8), is the tenth month in our calendar? Anyhow, Numa set the month of February aside as a religious festival of purification with 28 days, while the other months had either 29 or 31 days. Julius Caesar instituted the Julian Calendar, which was based on the annual cycle of the sun. In order to bring Numa's calendar into agreement with the solar cycle, 10 extra days were distributed among the months. No extra days were added to February so as not affect the pagan rituals during the month. Caesar's new calendar required an extra day every four years to keep the calendar in sync, so he decreed that this day fall within February. We still observe "leap year" at the end of February, and although Numa's pagan festival has not been celebrated for centuries, our modern calendar still preserves this cultural remnant in the short month of February.
